Proposal Summary:

MSI is pursuing the USAID Digital Strategy Implementation and Programs activity with an expected start date of September 2022. The activity, to be managed through USAID’s Innovation, Technology, and Research Hub’s Technology Division (ITR/T), will build the capacity of USAID Missions, Washington Operating Units, and partners to advance digital initiatives that enhance security and economic prosperity while safeguarding individual rights, freedom of expression, and democratic norms.

The five-year buy-in activity is expected to support USAID across a broad spectrum of tech sectors and practice areas and will require engagement with a diverse range of external stakeholders, firms, and consultants to provide USAID with the depth of expertise needed to advance effective digital interventions.

Position Summary:

The Buy-In Manager will be the activity’s primary point of contact for sub-awards and buy-in firms and consultants. They will manage all buy-ins, from idea to implementation to close out, and ensure successful implementation for USAID. They will work closely with the Director, Technology Advisor, and Communications Specialist to promote the buy-in mechanism across USAID.

Responsibilities:Design and develop activities in alignment with USAID priorities.
Manage buy-in awards, subcontractors, and consultants.
Maintain a roster of qualified firms and consultants.
Oversee compliance, monitoring, and reporting across buy-in activities.
Promote buy-in mechanism across USAID.
Qualifications:Bachelor’s Degree.
Minimum of ten (10) years of experience managing USAID activities, including experience managing contracts and/or buy-ins.
Must have five (5) years of experience managing sub-awards and contractors.
Must have proven experience in customer service and client relations.
Strong relationship management skills.
Experience working on awards that support technology, cybersecurity, and/or digitalization is preferred.
